Former Revenue Secretary Dave Hardy appointed to fill vacancy on Thirteenth Judicial Circuit, Justice advisor Larry Pack replaces Hardy

CHARLESTON, W.Va. – W.Va. Revenue Secretary Dave Hardy, on Wednesday, was appointed by Gov. Jim Justice to Kanawha County’s Thirteenth Judicial Circuit Court. Hardy will fill the seat vacated by the September passing of Judge Joanna Tabit. 

“I’m honored beyond words by Gov. Justice’s faith in me,” Hardy said in a press release. “To stand beside him in steering West Virginia from fiscal quicksand to solid ground has been an absolute privilege.”

“Serving on the Thirteenth Circuit is a monumental responsibility,” Hardy added. “I pledge to carry my commitment to fairness and justice into every courtroom, ensuring every citizen receives the respect and equal representation they deserve.”

According to a statement released by the governor’s office, “Secretary Hardy has more than 33 years of experience in private legal practice and is also a certified public accountant with decades of experience balancing the budget for the Mountain State’s most populous county. He has a combined 21 years of service to the citizens of Kanawha County, first as a member of Charleston City Council from 1995 to 2001, and later as a commissioner on the Kanawha County Commission from 2001 to 2017.”

To replace Hardy as Cabinet Secretary of West Virginia’s Department of Revenue, Justice announced the appointment of Larry Pack. A prolific business owner and senior advisor to Justice, Pack served in the W.Va. House of Delegates from 2020 until 2022. 

“I am honored to be appointed Acting Secretary of Revenue and I am excited to get to work on behalf of the people of West Virginia,” Pack said. “I believe that the Department of Revenue plays a vital role in making West Virginia a more prosperous state, and I am committed to working with Gov. Justice and the Legislature to achieve that goal.”

The West Virginia Department of Revenue consists of the following departments and agencies under the leadership of the Secretary: Alcohol Beverage Control Administration, West Virginia Division of Financial Institutions, West Virginia State Budget Office, West Virginia Lottery Commission, Municipal Bond Commission, West Virginia Office of Tax Appeals, West Virginia Racing Commission, West Virginia State Tax Department, West Virginia Insurance Commissioner’s Office, and the State Athletic Commission.
