Greenbrier Commission approves $177K for TIF projects, reviews bids for Meadow River Trail maintenance

LEWISBURG, W.Va. – The Greenbrier County Commission, on Tuesday, approved a payment request in the amount of $84,530.75 for the Rt. 60 East sewer project – a White Sulphur Springs TIF (Tax Incremental Funding) project.
Of the requested funds, approximately $3,500 will go to engineering firm E.L. Robinson for administrative costs associated with the project, with the remaining $81,000 going to Charleston-based Virco Contracting.
According to Region 4 Project Specialist Cassandra Lawson, “Once this pay estimate from the contractor is processed, there is still [approximately] $134,000 left in their contract. The majority of that is being held as retainage.”
“With the project getting really close to completion, we expect maybe one or two more invoices, and then this project will be complete,” Lawson added.
$93,093.17 of additional TIF funding was also requested for the Wastewater Treatment Plant Disinfection Project – $6,141.57 of which again going to E.L. Robinson for administrative services. The remaining $86,950.60 was requested by Virginia-based Broadus Construction.
“This project is just getting started,” Lawson explained. “There’s still $388,000 left in the construction contract. The contract in total is $495,000.”
In other financial business, commissioners approved payment to the Thrasher Group in the amount of $63, 941.80, for work completed on phase 2 of the Sam Black Waterline Extension project, and payment of the remaining 75% for the GigReady Broadband project. 25% of the project has already been paid by the commission, leaving a total balance of $101,232.68 due to Citynet and Thomas & Litton.
“I would also make note that the commission is seeking reimbursement from the State Broadband Office for this 75%,” Commissioner Tammy Tincher stated. “This is being paid in full in order to continue the project and keep it moving. It is a 75-25% match-grant. The 25% that has already been paid is our match.”
“This 75% that we’re paying now will be reimbursed by the State,” Tincher added.
Next on the agenda was the opening of bids for the Meadow River Trail’s 2025 mowing and trimming contract. Bids were submitted by Rupert-based Luke’s Lawncare Plus in the amount of $32,495, and Rainelle-based Ike’s Blades of Glory for $35,000, and Willis Weed Whackers for $50,000.
Meadow River Trail Project Manager Matt Ford will review all three bids, and make a recommendation to the commission at a future meeting.
Bids for the Greenbrier County 911 towers and emergency communication center HVAC and grounds maintenance were opened by commissioners during their May 13 meeting. With Director Don Havens’ recommendation, commissioners awarded the contract for HVAC maintenance to Alpha Mechanical Services LLC. The contract for grounds maintenance was awarded to Ike’s Blades of Glory LLC.
At the conclusion of the meeting, Commission President Lowell Rose announced that bid proposals are being requested for a generator at the emergency communications tower on Hopkins Mountain, as well as managed service providers at the Greenbrier County Emergency Communications Center.
The next meeting of the Greenbrier County Commission is scheduled for Tuesday, June 10, at 10 a.m.
