Greenbrier Commission approves recommended Comprehensive Plan, proclaims September ‘Hunger Action Month’

LEWISBURG, W.Va. – The Greenbrier County Commission, on Tuesday, accepted the new Comprehensive Plan which has been recommended by the Greenbrier County Planning Commission. As is now required, a public hearing will be held on Tuesday, September 30, at 7 p.m.   

 In other business, the commission proclaimed September as “Hunger Action Month.”

As read by Commissioner Richie Holliday, the proclamation states, in part, “Whereas hunger and poverty are issues of vital concern in West Virginia, where 277,720 people face hunger, and where one in every five children do not know where their next meal will come from, and whereas everyone needs nutritious food to thrive…Greenbrier County is committed to working with Mountaineer Foodbank – a member of Feeding America, a nationwide network of foodbanks – in educating people about the role and importance of foodbanks.”

In 2023, the proclamation further states, those associated with Mountaineer Foodbank “distributed 588,046 pounds of food” to needy families throughout Greenbrier County. 

A second proclamation, one honoring the Daughters of the American Revolution and recognizing the week of Sept. 17 through 23 as “Constitution Week,” was then read – once again by Holliday. 

“Whereas the Constitution of the United States of America (is) the guardian of our liberties embodies the principles of limited government in our Republic dedicated to the rule of law,” Holliday read. “Whereas, September 17, 2025, marks the 238th anniversary of the framing of the Constitution of the United States of America by the Constitutional Convention.”

Commissioners next spent several moments considering business related to the White Sulphur Springs TIF (Tax Increment Funding) District, first extending the duration of the district from its original 30 years to 45 years. A public hearing was called during the meeting regarding this proposal, listed as “Project Plan No. 2,” however no one appeared to speak on the matter. 

From there, commissioners approved payment resolution # 7, relating to the Wastewater Treatment Plant Disinfection Project, in the amount of $75,288.54. With an invoice amount totaling $71,179.41, Veritas Contracting will receive the majority of the payment, with E.L. Robinson Engineers set to receive $4,109.13.

A resolution was then approved by the commission for the Russellville Trail Head and Meadow River agreement, as well as a “sponsor match” of $12,000. 

As explained by Commissioner Tammy Tincher, “This is the grant that we applied for through the state, following the opening of the Russellville side of the trail.”

“This is for design only of the trail head parking area,” Tincher continued. “We were approved for that grant, so this is just the agreement through the state, and working with the engineers that the county has to commit to. It is a matching grant – so the $12,000 is a match. It was a $100,000 total grant.”

For confirmation, Holliday asked, “So we just have to pay $12,000 for a $100,000 grant?”

“That’s correct,” Tincher replied.

While discussing the Meadow River Trail, commissioners considered and approved a change order for Lynch Construction’s portion of phase three of the project.

As once again explained by Tincher, “This is for the Rainelle section that is currently under construction.”

“Change order number three is just simply a reallocation of days for weather,” Tincher noted. “This is a no money change order.”

Tincher added that the change order’s approval will move the project’s completion date into December of 2025. 

In the day’s final business, commissioners voted to revise their request for bid proposals for their website project. The existing project’s estimated completion date was October 30. The revised bid request leaves the completion date open-ended for the bidders to provide. Bids will now be due by October 10.

The Greenbrier County Commission will next meet on Tuesday, September 23, at 10 a.m.
